Every time I boot, the file userinit.exe appears in the root directory and in the startup folder of the start menu, and is a running process

how to fix or remove userinit.exe

Check for suspicious registry startups, and remove if found. Also delete the one in startup folder.
An app appears to be making backup and additional startup just-in-case the primary startup gets removed.

that process is normal but in startup folder? i don't think so.

that process starts explorer.exe and all its startups.
