First thing which you should check is your network equipment. Do you have Gbit capable equipment? Is your PC having Gbit interfaces? Does your switch/router have Gbit interfaces? Which devices are connected to it and which uses the most bandwidth? After checking on all of these things and you still don't seem to get the network speed which should be provided by your ISP then try calling them and tell them that you'll change ISP if they don't deliver the promised speeds.
